Marin's Time of Sale Toilet Retrofit Program Effective October 21, 2004, the Marin Municipal Water District’s Time of Sale Toilet Retrofit Program (Time of Sale Program) has been replaced with a new program: the Time of Service Toilet Retrofit Program (Time of Service).
